THE BOY WHO LIVED Mr. Dursley, of number four, Privet Drive, were proud to say that they were perfectly normal, thank you very much. They were the last people you'd expect to be involved in anything strange or mysterious, because they just didn't hold with such nonsense.
5. In the popping up Opening Mail Attachment dialog box, please uncheck the Always ask before opening this type of file option, and click the Open button. See screenshot:
6. Restart the Microsoft Outlook as normal.
From now one, the specified type of attachments will open directly when you double click them in the Attachment Bar, and the Opening Mail Attachment dialog box won’t come out never.
Note: If you have enabled the Protect View for Outlook attachments (File > Options > Trust Center > Trust Center Settings > Protected View > Enable Protected View for Outlook Attachments) in corresponding Microsoft Office programs, says Microsoft Word, the Opening Mail Attachment dialog box won’t come out too. However, the attachments will be opened in Protected View.

Wanted to post this here as I've had this reported to me by a user and wanted to see if anyone else is having this issue. Newest release of Olk 2016 (https://technet.microsoft.com/en-us/office/mt465751.aspx for release info) does modify the way attachments are handled. Since client updated to this version, they are seeing crashes in Outlook when dealing with attachments.
It's Click 2 Run so no easy way for uninstall and reinstall of an older version. Also found reference to it here (http://answers.microsoft.com/en-us/office/forum/office_2016-outlook/office-crashes-when-viewing-email-with-attachment/f9413c8a-c4d0-4258-b85f-dba5b6edc948) but Microsoft as always is infinitely helpful.
User is on a Win 7 box fwiw. Anyone else?

Outlook Crashes When Opening Attachments On Computer
This update has been released to resolve issues brought up in Outlook 2010 from the KB3203467 update where in my case users could not open attachments that had ellipsis or an exclamation mark in their file names.
After installing the update, Outlook 2010 is now crashing and closing without an error message when I attempt to view any email that has an attachment, regardless if the attachments were blocked or not before this update.
I have downloaded the 32bit version of this update from here(Microsoft have now removed the download). If someone else wants to test the 64bit version it can be found here. Windows 7 rearm forever 2.0 download.
Is anyone else experiencing this issue with this update? I have removed the update to confirm that it is indeed this that is causing the issue.
Edit: Also installed this on another workstation and it prevented Outlook 2010 from opening at all. Would show the loading screen and then close. Uninstalling the update then fixed the issue.
Edit 2: Looks like this issue is affected in both x86 and x64 bit versions of Windows. I am running Windows 7 but a commenter below mentions it is affected in Windows 8 too.
Edit 3: Other people are mentioning similar problems so the exact issue seems to vary from PC to PC and it's setup. Another person mentions that they can open an email with an attachment but they get an error stating 'unauthorised access blocked' when trying to open an attachment. Another person mentions even after uninstalling the update Outlook would still not open and had to be reinstalled.
Edit 4: Microsoft response - 'A new update for 32-bit Outlook 2010 is under development and will be posted in this article when it becomes available. The original download package for the 32-bit version was removed from the Download Center after a problem was discovered that could cause Outlook to crash when you preview messages that have attachments. If you already downloaded and installed the 32-bit update, we recommend that you remove it until a new version is available.'source
